Open-air shopping spot planned for Russellville

Developers are planning a 450,000-square-foot shopping center at Russellville to be called The Shoppes at Shiloh Creek. It will be an “open-air power center” comparable to Conway Commons and the new Fort Smith Pavilion, said Steven Lane of Colliers International, one of the developers.
