CONWAY — The code name was Project Sigma. It wasn’t a top-secret military program or the title of a B action flick. This time, Sigma, the 18th letter of the Greek alphabet, was the name that a contracting consultant for Hewlett-Packard Co. gave to a facility the company wanted to open somewhere, perhaps in central Arkansas.
