Dear Mahatma: Who polices the police? And who sheriffs the sheriffs? And who state troopers the state troopers? What are the rules on law enforcement speeding? On more than one occasion I have seen their cars speeding down the interstate and on state highways, without blue lights flashing. — D.B.
